Gail Heriot is a former law professor and a long-time member of the U. S. Commission on Civil Rights. “Talking about race and sex has never been easy," she says, “but by signing the Civil Rights Act of 1991 into law, President George H.W. Bush made the problem dramatically worse.” One clause in that law initiated a chain of unintended consequences responsible in part for why we now "walk on eggshells.”
