DESCRIPTION:Owing to policy action as well as continued cost declines\, sol
 ar and wind resources are projected to play a central role in many future 
 electricity systems. Since the technological characteristics and cost stru
 ctures of these resources differ significantly from traditional thermal te
 chnologies\, many have questioned how market designs will need to adapt to
  support such a system. While the core theory of electricity market design
  is compatible with variable output and low marginal costs\, the growth of
  solar and wind has exposed flaws in the way the theoretical design is imp
 lemented in most markets. This talk discusses two areas of potential refor
 m. First\, simplifications made in current short-term market-clearing mode
 ls suppress price volatility\, leading to missing incentives for flexible 
 resources. Second\, current capacity markets preferentially facilitate the
  financing of resources with lower fixed costs and higher operating costs.
  Efficient integration of solar and wind will therefore depend on improvem
 ents to both short-term price formation and long-term resource adequacy me
 chanisms.\n\nBio:\nJacob Mays is an Assistant Professor in the School of C
 ivil and Environmental Engineering at Cornell University. He is interested
  in applications of optimization and statistical learning in energy system
 s. His research focuses on the design and analysis of electricity markets.
 \n\nJacob holds an A.B. in chemistry and physics from Harvard University\,
  an M.E.ng in energy systems from the University of Wisconsin-Madison\, an
 d a Ph.D. in industrial engineering and management sciences from Northwest
 ern University. He has also worked as a management consultant\, primarily 
 in the aviation and rail industries\, and at the Federal Energy Regulatory
  Commission in Washington\, D.C.
