A Special Tribunal for Russia’s Aggression Against Ukraine: Problems and Prospects
A number of countries and civil society are advocating for the establishment of a special tribunal to provide for accountability in reaction to the crime of aggression Russia has committed against Ukraine. This presentation will deal with a number of legal problems in respect of this plan and will address what such a tribunal should look like in case it were to be established.
About our Distinguished Guest:
Professor Göran Sluiter
Göran Sluiter is professor of international criminal law at the University of Amsterdam. He is also professor of criminal law and procedure at the Open University in the Netherlands and lawyer and partner at Prakken d'Oliveira Human Rights Lawyers.
He studied law at the University of Maastricht (1996) and obtained his PhD in international criminal law at Utrecht University (2002). He joined the University of Amsterdam as a senior lecturer in (international) criminal law in 2004 and became a Professor in international criminal law in 2006.
Göran is principal investigator in the VICI funded research project 'Rethinking the Outer Limits of Secondary Liability for International Crimes and Serious Human Rights Violations' which runs from September 2018 until September 2023.
Between 2006 and 2011, he was principal investigator in the VIDI funded research project 'International criminal procedure - In search of General Rules and Principles'.
About our Moderator:
Dean Jens Ohlin
Jens Ohlin became the Allan R. Tessler Dean on July 1, 2021. He previously served as Interim Dean (January-June 2021), Vice Dean (2017-2020), Associate Dean for Academic Affairs (2015-2017), and Director of Faculty Research (2013-2015).
His scholarly work stands at the intersection of four related fields: criminal law, criminal procedure, public international law, and the laws of war. Trained as both a lawyer and a philosopher, his research has tackled questions as diverse as criminal conspiracy and the punishment of collective criminal action, the philosophical foundations of international law, and the role of new technologies in warfare, including cyberwar, remotely piloted drones, and autonomous weapons.
Dean Ohlin’s latest research project involves foreign election interference and the use of disinformation as a mode of statecraft by foreign actors. In a series of books and essays he has explored how democratic states can marshal international and domestic legal tools to combat this new form of cyber interference.
