A Pragmatist Account on the Formative Years of the IPBES

 

From 2005 to 2013, the International Science/policy Platform for Biodiversity and Ecosystem Services (IPBES) was in its formative years. A group of French researchers started studying its institutionalization in 2010. The multi-sited fieldwork included an ethnography of international  conferences, a sociological research on the production of official documents, and an inquiry on the evolution of the IPBES website's position on the net. Two scholars, Guillaume Ollivier and me shared the uncertainty of the negotiation's outcome with the actors we surveyed throughout the process. Our pragmatist account keeps alive the doubts of actors on the final accomplishment of their action and endeavor, and underlines the turning points of the institutionalization : the negotiation of a name, the setting up of a website, the organization of a selective audience with the first preliminary conferences and at last, a location for the office of the IPBES in Bonn, Germany. The communication will tackle these key moments of institutionalization as well as how it merged political and scientific aspects of debates on biodiversity in international arenas.
