On Making a Difference in the World

About David Weil

Nominated by President Barack Obama, in May 2014 ILR alum David Weil became the first Senate confirmed Wage and Hour Administrator in the US Department of Labor in a decade. During his tenure he has been grappling with issues such as: who is an independent contractor, joint employer, overtime, coverage for home care workers and the gig economy. As the Obama administration comes to a close, this is the perfect time for him to discuss his work leading the Wage and Hour Division and on making a difference in the world.

Weil is a leading international expert on workplace and labor market policy and on the use of transparency in public policy. His research has focused on the restructuring of employment and its negative impact on the workplace and labor market conditions, income inequality, and the regulation of work. His widely cited book, The Fissured Workplace (Harvard University Press, 2014) discusses why the outsourcing of work has had such negative consequences for workers and suggests changes in laws and policies to meet the challenges of the new economy.

Weil received his Bachelor of Science degree at ILR and Master’s and Ph.D. in Public Policy at Harvard University. Prior to his appointment by President Obama, he was Peter and Deborah Wexler Professor of Management and a professor in the department of Markets, Public Policy and Law and Everett W. Lord Distinguished Faculty Scholar at the Boston University.

In the course of his career, he has worked as an advisor to the U.S. Department of Labor, its Wage and Hour Division, the Occupational Safety and Health Administration, and other agencies on regulatory policy. He also has advised other federal and state government agencies as well as workplace agencies in several countries. Weil also has served as a mediator and advisor in a range of labor/management settings.
